Administrative Manual Development - Extension
As a supplemental service to the Policy Manual, the Administrative (Regulation) Manual is usually developed upon completion of the Policy Manual and defines the areas for which administrators are responsible. Administrative Manuals are the link between written board policies and the successful implementation of those policies. The Administrative Manual helps to ensure that the District's board and administration are in congruence with the operation of the district. With this service, districts will receive assistance in developing a new Administrative Manual through the provision of sample regulations and forms and the assignment of a policy coordinator to guide them through the process. This manual may also be developed in conjunction with the development of the Policy Manual. The coordinator is available to answer questions, discuss the process and assist the district with customization of the Administrative Manual at each stage of development.
Following completion of the process, an electronic copy of the Word version of the new Administrative Manual will be emailed to the district. A limited number of paper copies in binders, CDs, and/or flash drives will also be provided to the district, as needed. In addition, the district will also receive our Monthly Administrative Updates at no additional charge while they are in the process of developing the new Administrative Manual.
Extension Year = $2,400 (if necessary)
The Administrative (Regulations) Manual is usually developed in the next two years following the completion of the Policy Manual. However, it may also be developed in conjunction with the Policy Manual. An Administrative Manual is developed to provide regulations and forms that are up-to-date with law and to reflect district policy and practice. Administrative Manuals provide documented implementation of board policy and promote consistency within the district.
If a district has not completed the development of the Administrative Manual by the end of the second year, a district may elect to contract for an additional year (an Extension) in order to continue working on the development of the Administrative Manual.
Districts that worked with Policy Services on the development of the Policy Manual may also choose to contract with Policy Services for the development of the Administrative Manual. (A district may also elect to develop the Administrative Manual in conjunction with the development of the Policy Manual.) Once the district commitment is confirmed, the district will appoint a representative to serve as the point person for the project. The district will supply Policy Services with existing regulations and forms (if available) and other information as requested. The district will commit to work with Policy Services on the development of the Administrative Manual over the two-year period following the designated timeline and processes. If the Administrative Manual is not completed in the two-year period, the district will contract for the Administrative Manual Extension in order to gain an additional year to complete the project.
Districts considering the development of a new Administrative (Regulation) Manual are encouraged to discuss the process with their policy coordinator as they approach the completion of the Policy Manual. If the district is not in the process of currently developing a Policy Manual, they are encouraged to contact the Manager of Policy Services to discuss the district's needs and obtain information about the cost and process of developing a new Administrative Manual, and request a proposal for this service. If necessary, a district visit, presentation to the policy committee or board of education, or a video conference call can be arranged.
Once the district commitment is confirmed, a policy coordinator will be assigned to work directly with the district. The coordinator will contact the district to request appropriate materials and a copy of the current manual (if available or applicable). At the end of the drafting process and following approval of the new Administrative (Regulation) Manual, Policy Services will provide an electronic copy, and a limited number of binder copies, CDs, and/or flash drives of the final Administrative (Regulation) Manual. Policy Services staff will be available to answer questions at every stage of the process and provide additional sample regulations and forms or information on various topics as needed.
Following completion of the Administrative (Regulation) Manual, Policy Services offers three levels of service to maintain the Administrative (Regulation) Manual.
